Why a big gap of voting rate created between Japan and Sweden?

Can you guess what this figure means, 32.58? It is a voting rate of young age people age (twenty to twenty - nine ) of Japanese general election in 2014, according to Ministry of Inter Affairs and Communication. Now, I will discuss one more figure. According to IDEA which is an intergovernmental organization, the voting rate of Sweden in 2010 is 79%. More than twice as many people in Sweden voted compared with that of Japan. I wonder why young Japanese do not go to vote and why they throw away their significant rights. From now on, I would like to think about it by comparing Japan and Sweden from two points; “Voting system” and “people’s awareness and education for politics”.

First, I would like to compare voting system between them. Japan uses two voting systems; single-seat election system and proportion representative system. The former is the system which chooses one person from one distinct. The national constituency are divided into small electoral districts, and a representative who gets the votes the most is chosen from each area. The advantage of single-seat election system is that is easy to change the power of the government; however, there are so many wasted votes. To cover this disadvantage, Japan use proportion represent system. In this case, Japanese people do not vote for the candidate but the party, and each party choose representative depending on numbers of voting. In proportion representative system, we can have respect for the minority group. As well as Japan, Sweden uses proportion representative system for the whole country, so Sweden has respect to the minority group, too. From the view of voting system, we can not see a substantial difference between two countries.
